The Department of Publishing and Scientific Information conducts comprehensive information activities covering the fields of civil engineering, road and bridge construction, materials technology, road and bridge machinery, geotechnics, traffic engineering, and economics in road and bridge engineering. The department also manages the Institute’s library.
The responsibilities of the department include:
collecting, developing, processing and providing access to primary, secondary and derivative information materials concerning road and bridge engineering,
disseminating and popularizing achievements of science, technology and economics related to the sector,
meeting information needs in this field,
selling Institute publications,
providing document reproduction and binding services for the Institute.
The department conducts the following activities:
library services,
documentation services,
information services,
publishing activities,
printing and reprographic services.
The Technical Assessment Unit supports the construction sector by coordinating national and European technical assessments and recommendations. Experts prepare formal and legal documentation, cooperate with experts and organizations within EOTA, maintain registers, and ensure the highest quality of product assessment procedures.
The Technical Assessment Unit is a department of the Road and Bridge Research Institute that provides services in the field of:
coordinates and supervises procedures concerning National Technical Assessments conducted at IBDiM,
provides formal handling of procedures related to National Technical Assessments,
cooperates with IBDiM technical experts in the assessment of construction products and the preparation of IBDiM National Technical Assessments,
prepares IBDiM National Technical Assessments from the formal, legal and editorial perspective,
maintains and publishes the register of issued and withdrawn IBDiM National Technical Assessments,
monitors the continuous compliance of IBDiM with the requirements imposed on technical assessment bodies in regulations concerning construction products,
participates in the Technical Council for National Technical Assessments.
coordinates and supervises procedures concerning European Technical Assessments (ETA) conducted at IBDiM, including the development of European Assessment Documents (EAD),
provides formal handling of procedures concerning European Technical Assessments,
cooperates with IBDiM technical experts in the assessment of construction products and the preparation of European Technical Assessments,
prepares European Technical Assessments and European Assessment Documents from the formal, legal and editorial perspective,
coordinates within IBDiM the EOTA consultation process regarding ETAs and EADs developed by other Technical Assessment Bodies,
cooperates with the European Organisation for Technical Assessment (EOTA) and other European Technical Assessment Bodies,
participates in the EOTA Technical Board.

provides formal handling of procedures related to IBDiM Technical Recommendations,
cooperates with IBDiM technical experts in the assessment of construction products and the preparation of IBDiM Technical Recommendations,
prepares IBDiM Technical Recommendations from the formal, legal and editorial perspective,
maintains and publishes the register of granted and withdrawn IBDiM Technical Recommendations.
The Product Certification Department conducts modern, accredited certification of construction products. Experts assess compliance within systems 1, 1+ and 2+, issue national certificates and support manufacturers while ensuring the highest standards of quality and safety.
The Certification of Construction Products – Road and Bridge Research Institute is a product certification body accredited by the Polish Centre for Accreditation. The current Accreditation Certificate No. AC 052 of 19.07.2021 confirms that the certification body meets the requirements of the standard PN-EN ISO/IEC 17065:2013-03 “Conformity assessment — Requirements for bodies certifying products, processes and services.”
IBDiM obtained accreditation as a product certification body for the first time in 1998, when the accrediting body was the Polish Centre for Testing and Certification. Until 2015, the basis for accreditation was the standard PN-EN 45011:2000 “General requirements for bodies operating product certification systems.”

IBDiM performs certification of products for compliance with the requirements of standards and national technical assessments. Certification is carried out within the mandatory area in systems of assessment and verification of constancy of performance 1, 1+ and 2+ described in:
Regulation of the Minister of Infrastructure and Construction of 17 November 2016 on the methods of declaring the performance of construction products and the method of marking them with the construction mark (Journal of Laws of 2016, item 1966, as amended),
Regulation (EU) No 305/2011 of the European Parliament and of the Council of 9 March 2011 laying down harmonised conditions for the marketing of construction products and repealing Council Directive 89/106/EEC (Official Journal of the European Union L 88 of 4.4.2011),
Commission Delegated Regulation (EU) No 568/2014 of 18 February 2014 amending Annex V to Regulation (EU) No 305/2011 regarding the assessment and verification of constancy of performance of construction products (Official Journal of the European Union L 157 of 27.5.2014).
Clients applying for a national certificate of constancy of performance / certificate of constancy of performance (certification according to systems 1 and 1+) or a national certificate of conformity of factory production control / certificate of conformity of factory production control (certification according to system 2+) are invited to review the information document “Certification Rules.”
The certification body provides applicants, upon request, with:
current rules and procedures of the body concerning: assessment, granting, maintaining, extending, expanding or reducing the scope of certificates, suspension, withdrawal and refusal of certification, including information on the rights and obligations of clients,
a detailed procedure regarding the handling of complaints and appeals,
a list of subcontractors (accredited external laboratories performing product testing with which IBDiM has signed cooperation agreements),
a list of National Technical Assessments covered by the scope of accreditation.
The method of financing the activities of IBDiM is defined by the Act of 30 April 2010 on Research Institutes (Journal of Laws 2010 No. 96, item 618). If the body receives financial support, a description of these funds is made available upon request.

Applications for extension must be submitted after the extension of the National Technical Assessment, no later than the date of expiry of the certificate.

The certification body has established rules for submitting complaints to the Product Certification Department by clients or other parties, for submitting appeals to the Director of IBDiM against decisions of the certification body by clients, and for handling dispute matters.
A complaint may be submitted to the Product Certification Department by a client or other parties.
In the case of an appeal, the client submits a letter to the Director of IBDiM including: the application number, the number of the certificate held, the date of the decision being appealed, and a detailed justification of the appeal against the decision of the product certification body.
Documents that the client considers relevant for examining the case and justifying the appeal may be attached to the appeal letter.
IBDiM confirms receipt of a complaint or appeal in written form.
The complaint procedure includes:
clarification of the causes of the complaint,
verification of the validity of the complaint,
preparation of an opinion regarding the validity of the complaint and determination of further actions.
As part of the clarification procedure, in order to investigate a complaint regarding a certified product, an audit with short notice may be carried out.
The client is informed in writing about the outcome of the procedure. If the complaint is recognized as justified, appropriate procedures of the certification body will be applied depending on the subject of the complaint and within the scope specified in the opinion. If the complaint is not recognized, the client receives a letter with appropriate justification.
Each client has the right to appeal against a decision of the certification body within no more than 14 days from the date of receiving the decision.
The appeal procedure includes:
clarification of the reasons for the appeal,
verification of the validity of the appeal,
audit of the certification application,
preparation of an opinion on the validity of the appeal and determination of further actions.
The prepared opinion constitutes the basis for recognizing or rejecting the appeal by the Director of IBDiM.
The client is informed in writing about the result of the appeal procedure.
If the appeal is recognized, appropriate procedures will be applied depending on the nature of the case and within the scope defined in the opinion.
If the Director of IBDiM considers that the negative decision of the Product Certification Department was justified and the documents submitted by the client do not introduce any significant elements to the case, the client will receive a letter informing them of the rejection of the appeal and explaining the reasons.
The letter together with the justification for rejecting the appeal is delivered to the client by registered mail or another documented method.
Disputes that may arise due to unresolved complaints or appeals will be settled by the competent court of general jurisdiction.
Upon request, the certification body provides a detailed procedure describing the method of handling complaints and appeals.
The Road and Bridge Research Institute informs about changes in certification requirements related to the update of the standard PN-EN 1317-5+A2:2012 Road restraint systems – Part 5: Product requirements and evaluation of conformity for vehicle restraint systems.

We kindly inform you that as of 03.02.2023, the previous rules for extending the validity of certificates issued for a fixed period have changed.
The extension of the validity of a certificate may be granted on the basis of:
Verification and evaluation of the results of the last year of surveillance, if:
the results of surveillance (with regard to testing and inspections) were positive, and
the inspection in the last year of surveillance took place no earlier than six months before the date of submitting the application, and
there have been no substantive changes to: the document forming the basis for certification and the factory production control system.
Substantive evaluation of the product and the factory production control system, if:
the results of surveillance (with regard to testing and inspections) were positive, and
the inspection in the last year of surveillance took place no earlier than six months before the date of submitting the application, and
at least one of the following elements has changed: the document forming the basis for certification or the factory production control system (plant organization, suppliers, production process, raw materials, test plans, equipment, measuring and testing equipment, technology, factory production control documentation), and the changed area can be assessed on the basis of appropriate records and documents submitted by the manufacturer as indicated by the certification body.
If, after substantive assessment and analysis of the materials submitted by the manufacturer, it turns out that the evaluation at the certification body is not sufficient to make the appropriate decision, a plant inspection will be carried out.
Substantive evaluation of the product and the factory production control system together with the results of inspection, if:
the results of surveillance (with regard to testing and inspections) were positive, and
the inspection in the last year of surveillance took place earlier than six months before the submission of the application.
In each case, a comparative analysis of the reference document (the previous document and the one forming the basis for certification in the process of extending the certificate validity) is carried out.
The certificate holder submits an application for extension after the extension of the National Technical Assessment, no later than the date of expiry of the certificate.
Measuring and testing equipment used by manufacturers for product testing (having a significant impact on measurement uncertainty related to test results) should be calibrated in accordance with the principles of measurement traceability. These principles are defined in the documents forming the basis for certification.

The Promotion Department supports the development and image of the Institute by organizing conferences, seminars and training sessions, designing promotional materials, visualizing scientific work, managing the website and social media, cooperating with media, scientific and administrative institutions, and coordinating the Institute’s event patronage.

The Project Management Department supports employees in the preparation and implementation of national and international projects. It coordinates project applications, conducts consultations, maintains project records and settlements, cooperates with international organizations, and coordinates the Institute’s participation in research projects and scientific networks.

providing ongoing information to IBDiM employees about opportunities to participate in projects,

project administration, settlements and reporting – monitoring the use of grants and preparing financial reports in cooperation with the Accounting Department,
implementing cooperation between the Institute and international organizations and associations in the road and bridge sector,
coordinating IBDiM’s participation in international research projects and scientific networks,
supporting the Promotion Department in conducting promotional activities.
The Finance Department is responsible for comprehensive accounting, payroll and cash settlements, as well as financial control of all activities of the Institute. It ensures the reliability and compliance of financial settlements with applicable regulations, supports effective budget management, and provides timely financial reporting.
The Human Resources and Organizational Department is responsible for comprehensive support of the Institute’s employees, including personnel matters, recruitment, working time records, remuneration, training and employee development. It ensures proper organization of work, compliance with labour law regulations, and the efficient functioning of the Institute’s administrative structures.
The Administration Department ensures comprehensive management of buildings and facilities, maintenance of surrounding areas, implementation of investments and renovations, vehicle fleet and transport services, material and technical supply, as well as warehouse, correspondence and maintenance workshop services, ensuring the efficient functioning of the Institute.

The IT Department is responsible for the development, maintenance and security of the Institute’s IT systems. It provides technical support, network and server administration, software development, and the implementation of modern digital technologies supporting the work of the entire Institute.
