Scope of Activities

The Product Certification Department conducts modern, accredited certification of construction products. Experts assess compliance within systems 1, 1+, and 2+, issue national certificates, and support manufacturers while ensuring the highest standards of quality and safety.

Certification of Construction Products

The Construction Products Certification Body of the Road and Bridge Research Institute (IBDiM) is a product certification body accredited by the Polish Centre for Accreditation. The current Accreditation Certificate No. AC 052, issued on 19 July 2021, confirms that the certification body complies with the requirements of PN-EN ISO/IEC 17065:2013-03 – “Conformity assessment. Requirements for bodies certifying products, processes and services.”

IBDiM first obtained accreditation as a product certification body in 1998, when the accrediting body was the Polish Centre for Testing and Certification. Until 2015, accreditation was based on the standard PN-EN 45011:2000 – “General requirements for bodies operating product certification systems.”

Certification of Construction Products

IBDiM performs certification of products for compliance with the requirements of standards and national technical assessments. Certification is conducted within the mandatory area, in the systems of Assessment and Verification of Constancy of Performance (AVCP) 1, 1+, and 2+, described in:

  • Regulation of the Minister of Infrastructure and Construction of 17 November 2016 on the methods of declaring the performance of construction products and the method of marking them with the construction mark (Journal of Laws of 2016, item 1966, as amended)

  • Regulation (EU) No 305/2011 of the European Parliament and of the Council of 9 March 2011 laying down harmonised conditions for the marketing of construction products and repealing Council Directive 89/106/EEC (Official Journal of the European Union L 88, 4.4.2011)

  • Commission Delegated Regulation (EU) No 568/2014 of 18 February 2014 amending Annex V to Regulation (EU) No 305/2011 of the European Parliament and of the Council regarding the assessment and verification of constancy of performance of construction products (Official Journal of the European Union L 157, 27.5.2014)

Clients applying for a National Certificate of Constancy of Performance / Certificate of Constancy of Performance (certification according to systems 1 and 1+) or a National Certificate of Conformity of Factory Production Control / Certificate of Conformity of Factory Production Control (certification according to system 2+) are invited to review the information guide “Certification Rules.”

Upon request, the certification body provides applicants with:

  • the current rules and procedures of the certification body regarding: assessment, granting, maintaining, extending, expanding or reducing the scope of certification, suspension, withdrawal, or refusal of certification, including information on the rights and obligations of clients,

  • a detailed procedure for handling complaints and appeals,

  • a list of subcontractors (accredited external laboratories performing product testing with which IBDiM has signed cooperation agreements),

  • a list of National Technical Assessments covered by the scope of accreditation.

The financing of IBDiM’s activities is regulated by the Act of 30 April 2010 on Research Institutes (Journal of Laws 2010 No. 96, item 618). If the body receives financial support, a description of these funds is made available upon request.

Application for Extension of the Certificate Scope

Applications for extension must be submitted after the extension of the National Technical Assessment, no later than the certificate expiry date.

The certification body has established procedures for submitting complaints to the Product Certification Department, for appeals submitted by clients to the Director of IBDiM against decisions of the certification body, and for handling disputes that may arise.

Submission of Complaints and Appeals

A complaint may be submitted to the Product Certification Department by a client or other interested parties.

In the case of an appeal, the client submits a written request to the Director of IBDiM, including:

  • the application number,

  • the certificate number held,

  • the date of the decision being appealed,

  • a detailed justification for the appeal against the decision of the product certification body.

The appeal letter may include supporting documents that the client considers relevant for reviewing the case and substantiating the appeal.

IBDiM confirms receipt of a complaint or appeal in writing.

Complaint Handling Procedure

The complaint handling process includes:

  • clarification of the causes of the complaint,

  • assessment of the validity of the complaint,

  • preparation of an opinion regarding the validity of the complaint and determination of further actions.

As part of the investigation process, in order to examine a complaint concerning a certified product, an audit with short notice may be carried out.

The client is informed in writing about the outcome of the proceedings.
If the complaint is deemed justified, the appropriate certification body procedures are applied depending on the subject matter.
If the complaint is not upheld, the client receives a written explanation with justification.

Each client has the right to appeal against the decision of the certification body within 14 days from the date of receiving the decision.

Appeal Procedure

The appeal procedure includes:

  • clarification of the grounds for the appeal,

  • assessment of the validity of the appeal,

  • audit of the certification application,

  • preparation of an opinion on the validity of the appeal and determination of further actions.

The prepared opinion forms the basis for the Director of IBDiM to either accept or reject the appeal.

The client is notified in writing of the outcome of the appeal proceedings.

If the appeal is upheld, the appropriate procedures are applied depending on the nature of the case and the conclusions set out in the opinion.

If the Director of IBDiM determines that the negative decision of the Product Certification Department was justified and that the documents submitted by the client do not introduce any significant elements relevant to the case, the client will receive a written notification rejecting the appeal, together with an explanation.

The letter containing the justification for rejecting the appeal is delivered to the client by registered mail or another documented method.

Disputes

Disputes arising from unresolved complaints or appeals will be settled by a court of general jurisdiction.

Upon request, the certification body provides a detailed procedure describing the handling of complaints and appeals.

We kindly inform you that as of 3 February 2023, the previous rules for extending the validity of certificates issued for a fixed period have been changed.

The extension of certificate validity may be granted on the basis of:

1. Verification and assessment of the results from the last year of surveillance, provided that:

  • the surveillance results (with regard to testing and inspections) were positive,

  • the inspection in the last year of surveillance was carried out no earlier than six months before the date of submitting the application, and

  • there have been no substantive changes to:

    • the document forming the basis for certification, and

    • the factory production control system.

2. Substantive evaluation of the product and the factory production control system, provided that:

  • the surveillance results (with regard to testing and inspections) were positive,

  • the inspection in the last year of surveillance was carried out no earlier than six months before the date of submitting the application, and

  • at least one of the following elements has changed:

    • the document forming the basis for certification,

    • the factory production control system (plant organization, suppliers, production process, raw materials, testing plans, equipment, measuring and testing equipment, technology, FPC documentation),

and it is possible to assess the modified area based on the relevant records and documents submitted by the manufacturer, as indicated by the certification body.

If, after the substantive evaluation and analysis of the materials submitted by the manufacturer, it is determined that an on-site assessment at the certification body is insufficient for making a decision, a plant inspection will be conducted.

3. Substantive evaluation of the product and the factory production control system together with inspection results, provided that:

  • the surveillance results (with regard to testing and inspections) were positive, and

  • the inspection in the last year of surveillance was carried out earlier than six months before the application was submitted.

In each case, a comparative analysis of the reference document is carried out (the previous document and the document forming the basis for certification in the certificate extension process).

The certificate holder must submit an application for extension after the extension of the National Technical Assessment, no later than the certificate expiry date.

We kindly inform you that as of 3 February 2023, the previous rules for extending the validity of certificates issued for a fixed period have been amended.

  • at least one of the following elements has changed:

    • the document forming the basis for certification,

    • the factory production control system, including: plant organization, suppliers, production process, raw materials, testing plans, equipment, measuring and testing equipment, technology, and FPC documentation,

and it is possible to evaluate the modified area based on the relevant records and documents submitted by the manufacturer and indicated by the certification body.

If, after the substantive assessment and analysis of the materials provided by the manufacturer, it is determined that the evaluation based on documentation is insufficient to make an appropriate decision, a plant inspection will be carried out.

3. Substantive assessment of the product and the factory production control system together with inspection results, provided that:

  • the surveillance results (regarding testing and inspections) were positive, and

  • the inspection in the last year of surveillance took place earlier than six months before the application submission date.

In each case, a comparative analysis of the reference document is carried out (the previous document and the document forming the basis for certification in the certificate extension process).

The certificate holder must submit the application for extension after the extension of the National Technical Assessment, no later than the certificate expiry date.

Measuring and testing equipment used by manufacturers to test products (having a significant impact on the measurement uncertainty associated with test results) should be calibrated in accordance with the principles of measurement traceability. These principles are defined in the documents forming the basis for certification.
