Commencement of the Gospostrateg project entitled “Vehicle automatic weigh in motion system” (WIM-PL)
The consortium, consisting of: the Ministry of Infrastructure, the Road and Bridge Research Institute, Krakow University of Technology and Czestochowa University of Technology, has entered into an agreement with NCRD for the project “Vehicle automatic weigh in motion system” (WIM-PL).
The project is implemented within the framework of the programme Social and economic development of Poland in conditions of globalizing markets – GOSPOSTRATEG.
The substantive leader of the project is the Ministry of Infrastructure, whose one of the main tasks in the project (project task) is to set the direction of the work, by approving the stages and schedule of the tasks to be carried out.
The aim of the project is to develop the concept and requirements of a vehicle weigh in motion system with high measurement accuracy and stability, and to pilot the implementation of a research version of the system. The implementation shall include three road stations to measure axle load on the road and total weight, without having to stop the vehicle. The project shall include the development of a proposal for legislative changes to apply its results in practice.
Substantive tasks provided for in the project include:
- identifying factors affecting the distribution of vehicle weigh stations and developing a method for selecting sections for mounting vehicle weigh stations,
- development of a concept for a WIM and metrological control system for measuring devices, enabling automatic detection of overloaded vehicles,
- a multi-factor evaluation of economic efficiency for a variant WIM system concept,
- development of a research road WIM system (benchmarks),
- development of the system's control panel, allowing collection and quick access to measurement data,
- WIM research system implementation.
Implementation of the project is scheduled for a period of 3 years. It was divided into two stages involving a total of 7 tasks.
The project is targeted at government bodies with their subordinate units, to which the effects of its implementation will be transferred. They will involve, among others, developing proposals for legislative changes as a basis for implementing the WIM project in practice.
The main goals of the project shall include:
- protection of the road network from accelerated degradation caused by overloaded vehicles,
- road safety improvement (overloaded vehicles pose a danger due to, among others, extended braking distances compared to unloaded vehicles, deteriorated stability during manoeuvres and the possibility of damage to tires and vehicle suspension components),
- supporting the improvement of the competitiveness of companies rendering transportation services in accordance with current legislation.
With better protection of road infrastructure, it will be possible to reduce the funds spent by road managers and the state budget. Vehicle drivers and transportation companies will also directly benefit from improved safety and support for competitiveness.
